A specialty cigar shop proposed in downtown Stillwater will not be allowed to open after the city council declined to change the zoning ordinance.
Tobacco shops are not permitted in the Central Business District. Scott Sodergren of Osceola, Wis., and his son Luke Sodergren of Hastings, had asked the city to allow specialty tobacco shops in the district, arguing they were high-end establishments, akin to fine wine stores. They also wanted to be allowed to have a sampling room in the shop.
Although the Sodergrens said they would have special air filtration systems, city staff had concerns about second-hand smoke on the sidewalk and in adjacent buildings.
After tabling the decision Nov. 7, the council voted 4-1 to deny the Sodergrens’ proposed ordinance change Nov. 21. Councilmember Mike Polehna was absent.
