Maple Grove approves stage plan for Bottineau Ridge 2nd phase

The second phase of the Bottineau Ridge Apartments would include a 50-unit, fou-story apartment building located northwest of Hemlock Lane and north of 80th Avenue N.

The second phase of the Bottineau Ridge development was approved by the Maple Grove City Council at its Monday, Nov. 6. The council approved an amendment to the development stage plan and final plat.

Bottineau Ridge is an apartment development located northwest of Hemlock Lane and north of 80th Avenue N. The apartment units target families at the 60 percent of area median income levels, the same market served by Bottineau Ridge Phase I. The Minnesota Housing Finance Agency limits the applicant to construct 50 units at one time.

The proposed second phase of Bottineau Ridge would construct a 50-unit, four-story apartment building. This would be the second of three total buildings in the Bottineau Ridge campus. The first phase is located in the building to the south. The future third phase would be located to the east.

Community Development Director Dick Edwards said, “The building itself is almost a clone of the first phase. Same materials. Same brick. Same block. Same stone. Same siding. Same color. The biggest difference is the height of this particular building, going from three- to four-stories in height.”

He said the height difference was intentionally created to a level of depth when coming into the development from Hemlock Lane.

The apartment units will be one-bedroom, two-bedroom, three-bedroom and four-bedroom units. There will be a common area, which will contain a business office, exercise room and community room. A gathering patio area is also planned.

There will be 100 underground parking stalls in the underground garage. There will also be surface parking on the site.

Edwards said access to the site would be from a right-in, right-out access from Hemlock Lane, and also from 80th Avenue to the west.

The site would also be landscaped with overstory deciduous and evergreen trees, along with a variety of shrubs and perennial flowers. These landscaped areas would be fully irrigated.

Edwards said the Planning Commission reviewed the request for the second phase of Bottineau Ridge and recommended the council approve it.

“I understand you already sold out in rentals,” councilor Karen Jaeger said.

John Duffy, the applicant, said that was true. “There is a waiting list beyond the units that we have here,” he added. “So there is a pretty good market for this.”

Jaeger thanked Duffy for all he did with bringing some affordable housing to the city.

Councilor Phil Leith said, “Mr. Duffy, you always do fine work. And you do a good job of keeping everything up. We appreciate that.”

The council then directed the city attorney to draft a resolution approving the development stage plan amendment to Bottineau Ridge apartments Phase II and the final plat of Bottineau Ridge Second Addition, subject to the applicant addressing city comments.
