A contract for the 2018 countywide road overlay project was awarded by the Anoka County Board May 22.
North Valley Inc. submitted the lowest of two bids in the amount of $4,561,574. The second bid from Park Construction, totaling $4,780,227, was also below the engineer’s estimate of $5.2 million, according to Doug Fischer, county highway engineer and division manager for transportation.
Even though he expected more bids, Fischer was very happy with the low bid, he said.
Fischer was concerned that the oil refinery fire in Duluth might impact the bidding negatively because asphalt is a by-product, but it did not, he said.
The overlay projects will take place in Andover, Coon Rapids, Fridley, Ham Lake, Lino Lakes, Spring Lake Park and St. Francis.
Some will be mill and overlay and others reclamation and overlay depending on the current condition of the road, Fischer said.
Under the mill and overlay process, the top 2 inches of asphalt are removed and 2 inches of new asphalt is put down, while in reclamation and overlay, the entire road is ground up to provide a base for the new asphalt overlay.
The overlay program is paid for from the county’s annual road and bridge levy.

-Foley Boulevard (CSAH 11) from East River Road (CSAH 1) to Coon Rapids Boulevard (CSAH 3) in Coon Rapids, mill and overlay.
-East River Road (CSAH 1) from north of I-694 to just north of Mississippi Way in Fridley, mill and overlay.
-County Road 10 ramp approaches at Highway 65 in Spring Lake Park, mill and overlay.
-80th Street NE (County Road 140) from 20th Avenue N (CSAH 54) to east county border in Lino Lakes, reclaim and overlay.
-Otter Lake Road (County Road 84) from south county boundary to Birch Street (CSAH 34) in Lino Lakes, reclaim and overlay.
The County Board May 22 also approved a contract with Asphalt Surface Technologies Corp. in the amount of $252,621 for the countywide crack sealing program this year.
There were five bids, and the engineer’s estimate was $325,298.
Work will take place in the cities of Andover, Blaine, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lino Lakes, Ramsey, Spring Lake Park and St. Francis, according to Fischer.
